Writers are Everywhere!
The Ailment: I've recently moved to Asia as a result of my husband being posted overseas, and I'm finding that time hangs heavy on my hands. I'd love to return to my college passion of writing, but wonder how to go about getting published, as I don't live in the country I would like to submit articles for.
The Cure: Writing is an international profession. We are everywhere. Editors are not really worried about where you live. They are concerned about the quality of your writing and how it fits in with their proposed schedule of topics.

These books will tell you what editors are looking for. Choose the best market for each article and send out a query letter. If your letter is tailored to what the publication is looking for, and the article is what the editor is looking for, the last thing that will matter is which country you are based in.
One thing you do have to watch out for is mailing times and postage rates. If you are sending queries and such that the market listings say require a stamped addressed envelope, you will need to obtain IRCs (International Reply Coupons) for the amount required and put these with your addressed envelope and query. Also, if you are querying for a specific holiday period, remember to send your query a little earlier to allow for the time the postal system takes.
Payment can usually be arranged either through your bank (international bank transfer), or via a cheque, or if the country you reside in accepts it, many companies now offer an alternative through the PayPal electronic banking system.
